Shinan district: Pioneering marine economy through innovation

Shinan district, Qingdao's historical maritime core, is making new pathways in the marine economy through scientific innovation. The district combines dominant and new sectors, driving growth in the emerging marine economy.
In 2024, Shinan's marine gross product reached 58.73 billion yuan ($8.29 billion), a 6.4 percent year-on-year increase, representing 35.6 percent of the district's GDP and 11.2 percent of Qingdao's total marine output. Over 500 marine-related enterprises of a significant size now operate in the district, supporting Qingdao's vision of becoming a modern marine leader.
Shinan is in line with Qingdao's marine industry strategy, moving from traditional arrangements to integrated, chain-based development. Several projects have been included in the municipal modern marine industry cluster cultivation list, such as the Qingdao blue seed industry cluster and the Olympic Sailing Center coastal tourism cluster. These initiatives promote clustered and high-quality marine industrial growth.
As a hub of marine research institutions, Shinan is home to top-tier entities like the Institute of Oceanology, Chinese Academy of Sciences, and Ocean University of China. This concentration of innovation supports marine knowledge advancements and blue technology industries.
Beyond industry, Shinan's iconic attractions – such as Zhanqiao Pier, Badaguan, and the Olympic Sailing Center – underscore its marine cultural and tourism appeal. Designated as part of the "world's most beautiful bays", Huiquan Bay and Taiping Bay strengthen the district's coastal tourism appeal. Shinan is now combining land-sea development to build a new marine consumption ecosystem, boosting the marine consumer market.
