Shinan district, Qingdao's core urban district, has been gradually recognized as a top performer in business environment innovation. As Qingdao was named in the 2024-2025 Urban Business Environment Innovation Report as one of the "Top 10 Annual National Business Environment Innovation Cities", Shinan district continues to demonstrate its commitment through precise and robust innovative practices.

The district has built a service network covering the entire lifecycle of enterprises, adhering to a market-oriented, law-based, and internationalized service philosophy. It has established an industrial system focusing on the headquarters economy, digital economy, and modern finance, promoting synergistic industrial development.

In the first three quarters of 2024, Shinan secured 136 projects with a total investment of 14.72 billion yuan ($2.07 billion), a 71.38 percent year-on-year increase. Since the start of the 14th Five-Year Plan (2021-25), it has landed 540 projects, each valued over 100 million yuan, with actual utilized foreign capital reaching $1.43 billion.

Shinan district has attracted renowned investment institutions like ORIX Corporation and Hongtai Capital, revitalizing over 150,000 square meters of idle space to accommodate emerging industries.

It has innovatively launched differentiated service mechanisms addressing the urgent needs of enterprises at various stages, providing "nanny-style" support. Since the start of the year, the district has organized over 80 financial-enterprise matching events.

Focusing on effective connections between technological and industrial innovation, Shinan district has decentralized services for individual businesses, allocating them to local neighborhood centers. During the 14th Five-Year Plan period, it has carried out over 450 initiatives to benefit enterprises, providing over 110,000 services with a 100 percent request resolution rate.
