Shinan offers incentives to attract talents

Shinan district in Qingdao has lately implemented a series of new incentives in order to attract high-quality workers who would power the district's high-quality economic development.
Comprehensive subsidies of up to 8 million yuan ($1.2 million), 4 million yuan, and 1 million yuan are offered to world-class, national-level, provincial-level, or ministry-level talents who are recognized by the local government and work or start businesses in Shinan, according to Liu Cundong, chief of Shinan district.
A maximum subsidy of 10 million yuan will be awarded to each innovation incubation platform, which will also be eligible for a 3 million yuan annual award based on its success. For flexibly introduced professionals, their employers can receive a subsidy of 30 percent of their annual salaries for three years in a row.
Housing subsidies of 1,200 yuan, 800 yuan and 500 yuan per month will be offered to workers with doctorate, master's and bachelor's degrees, respectively, for 36 months successively.
Graduates from technical secondary schools, junior colleges and vocational schools who start individual businesses in Shinan district can receive a one-off subsidy of 6,000 yuan, while those who establish small and micro enterprises can receive 12,000 yuan.
