Shinan furthers reforms on administrative procedures

Shinan district in Qingdao, Shandong province strives to build a service-oriented government and create a better business environment. It has carried out a series of reform measures to simplify administrative procedures, learning from Shenzhen, Guangdong province.
The district has furthered the integration of the internet and public services. About 93 percent of its affairs can be handled online now.
It is the first district in the province to allow the self-service account opening process and establish a 24-hour self-service zone. One-stop windows for registration and tax affairs have also been set up, which has shortened the processing time to 20 minutes from two hours.
The district has opened integrated windows to deal with a variety of affairs, which is the first batch of such windows in the city. A total of 341 affairs concerning 15 departments can be handled at the 16 integrated windows.

Five types of licenses can be received at once when locals submit all the required materials, such as business licenses and sanitation permits in public places.
Shinan district has also established a digital supervision platform through big data, cloud computing, and the internet of things, reducing costs and improving efficiency.
Preferential policies are also offered in 10 industries, involving headquarters economy, fashion, marine economy, and cultural tourism. To date, related companies in the district have received a total of 220 million yuan ($31.25 million) in financial support.
