The 13th Qingdao Municipal Congress of the Communist Party of China (CPC) opened on April 8. Lu Zhiyuan, Party secretary of the CPC Qingdao Municipal Committee, delivered a speech and briefed the attendees on the city's development last year.

The 13th CPC Qingdao Municipal Congress is a very important meeting that is held to welcome the 20th CPC National Congress and to advance towards the second centennial goal. It will set the tone for the city's development over the next five years.
