During the 14th Five-Year Plan period (2021-25), the Shinan district of Qingdao city – located in East China's Shandong province – plans to develop itself as a first-class innovation highland.

It will pursue three strategic principles and 14 development goals that are designed to target the industrial upgrading and innovative transformation of the district, according to local media reports on Jan 17.

By creating an open and innovative area – as well as a leading district for development and a dynamic area for full-range industrial incubation – Shinan is expected to morph into a first-class and world-leading innovation highland.

Shinan focuses on new sci-tech drivers for development

Centering on open and collaborative innovation, the district will strive to develop itself as an upgraded version of innovation and entrepreneurship.

By laying out high-level innovation platforms, it will expand its innovative enterprises and attract a broad range of innovative talent. It will provide scientific and technological services for a complete industrial supply chain, explore new breakthroughs in scientific and technological systems and develop itself as open and innovation highland.

Plans are to deploy industrial cross-border integration as the main driver. It will seek to focus on strategic emerging industries, deepening the work of reinforcement and strengthening the chain of industrial key nodes. It will lay down new economic growth points – led by the digital economy, the maritime economy and the green economy – and power up the district as a leading force for dynamic growth.
