The fourth session of the 15th Qingdao People's Congress started in Qingdao, Shandong province, on Feb 13, to both discuss the city's accomplishments during the last year and draw out its future plans.

The participants will address the four-day meeting to put forward their proposals, involving development of economy, ecological environment and well-being of its residents.
