The Bureau of Commerce in Qingdao has fixed the major goals of 2010 to develop its service outsourcing industry and attract investment in specific areas. The goals are: try to import five to eight famous service outsourcing enterprises from home and abroad to realize $200 million FOB contract value in the city and, at the same time, try to let utilized funds reach $130 million, maintaining an increase rate of more than 30%.

In order to accelerate the development of service outsourcing industries in Qingdao, in light of the general arrangement made by municipal government to strengthen recruiting investment in specific areas, the Bureau of Commerce has printed Comments on Strengthen Service Outsourcing Industry and Recruit Investment in Specific Areas (Comments for short in the following parts), further illustrating the goal, selective companies, focused region and responsible division of the work.

The Comments mentioned that four groups will be formed to attract investment; major targeted areas are Japan, South Korea, Europe, the U.S. and Egypt, and large service outsourcing companies in China. The four groups will strive for breakthroughs with the 34 major targeted companies abroad and 10 domestic companies.

The Comments said that the following bases should be the major support of service outsourcing industry and recruit investment in specific areas: South Software Park, base of comic and animation industry; North Mount Julin. base of service outsourcing; Mount Lao Yiqing Technology Park, base of screen, comic and animation in Huangdao District; Sifangqianshao Technology Park, also known as Mount Mo’ao service outsourcing base. Major industrial areas for outsourcing are software engineering, comic games, cultural originality, data processing, R&D, call center, etc.
