Qingdao in East China's Shandong province recently issued its first data asset registration certificate to Qingdao Zhenqing Bus Group in Qingdao West Coast New Area (Qingdao WCNA), marking substantial progress in the evaluation of data assets and a milestone in accelerating the market-oriented reform of data elements in the region.

Data serve as the core resources in the era of the digital economy and the registration of data assets is a prerequisite for transforming data resources into data assets that consist of resources and products.

For example, Qingdao Zhenqing Bus Group is registered as a data product under the city's Smart Bus Internet of Things Platform and involves nine major categories and 93 subcategories of data.

In 2022, Qingdao WCNA issued Several Policies on Supporting the High-Quality Development of Advanced Manufacturing Industries and launched 20 incentive measures to boost the digital industry. For instance, the area will give a reward of up to 500,000 yuan ($73,000) to pilot projects newly approved by the Ministry of Industry and Information Technology.

To date, the area is home to 39 big data centers including the China Telecom Qingdao Cloud Base and the China Unicom Qingdao West Coast Data Center, of which 22 data centers are approved for registration on the National Data Center Information Comprehensive Management Platform, which is operated by the Ministry of Industry and Information Technology, and more than 4,000 data center racks have been put into use.

Established in 2017, the Qingdao Big Data Exchange Center aims to offer first-class services and create an innovative trade platform nationwide.

Qingdao WCNA plans to launch more favorable policies, cultivate key industries, construct industrial parks based on data elements and advance economic and social development.
