To accelerate the implementation of the "dual carbon" goals, which refer to China's goal of achieving peak carbon dioxide emissions before 2030 and carbon neutrality before 2060, Qingdao in Shandong province has formulated and issued a city-wide carbon peak work plan that incorporates peaking carbon emissions and achieving carbon neutrality into the overall economic and social development of the city.

The National Development and Reform Commission issued the "National Carbon Peak Pilot Construction Plan" in October, which will select 100 cities and industrial parks across the country to serve as pilot areas for the peaking of carbon emissions. Qingdao was selected as part of the first batch of 25 pilot cities.

The city's plan focuses on accelerating the optimization of industrial and energy structures, conserving energy, reducing emissions and improving energy efficiency in key areas such as industry, construction, and transportation.

It aims to strengthen basic capacity building, promote the concept of green and low-carbon development, and drive the green transformation of the economy and society.

Qingdao also issued a three-year action plan for the development of carbon finance, campaigned for 23 projects to be included in the provincial carbon finance key project database, and won 1.51 billion yuan in monetary support.

Sources with the city's development and reform commission said that Qingdao will prepare the implementation plan, promote major projects, and explore green, low-carbon and high-quality development practices.
