City on a mission to boost manufacturing

Qingdao is striving to make the added value of its manufacturing sector account for 29 percent of its total GDP by 2025, according to an action plan recently released by the city government.

The city will accelerate transformation of its manufacturing industry toward advanced initiatives revolving around high-end, intelligent, green, clustering and service-oriented ecological development. It will also promote construction of innovation platforms for businesses at the provincial level and above, and pursue development of innovative products such as the first set of technical equipment and the first version of high-end software.

According to the plan, by 2025, there will be 10 or more manufacturing innovation centers at the city level or above, and about 150 city-level research and development centers. In addition, efforts are being made to strengthen Qingdao's advantageous industries such as smart home appliances, rail transportation equipment and new energy vehicles.

The city will continue to attract more businesses to promote emerging industries as well as enhancing the construction of sectors including artificial intelligence, virtual reality and intelligent manufacturing, with the target of cultivating about 100 new high-end manufacturing enterprises. It is also striving to improve the intelligence level of its manufacturing industry by ramping up construction of infrastructure, deepening digital empowerment and enhancing enterprise technology transformation.

By 2025, more than 35,000 5G base stations will be built and put into operation in the city, achieving a large-scale application of five industry identification resolution second-level nodes, with the addition of three industry second-level nodes and about 1,000 enterprise nodes. Moreover, the city will build more than 30 new green factories and green supply chain management businesses, and two or more green industrial and ecological industrial parks.

To achieve better industrial clustering in the manufacturing industry, Qingdao is focusing on enhancing its overall level of industrial clusters. By 2025, the scale of the city's seven advantageous industries is expected to exceed 1 trillion yuan ($136.93 billion), and the top 10 emerging industries will surpass 350 billion yuan. At the same time, efforts will be made to accelerate the cultivation of world-class advanced manufacturing clusters, striving to reach a scale of 270 billion yuan and 110 billion yuan respectively for intelligent home appliances and rail transportation equipment.

To expedite transition of its manufacturing sector, Qingdao aims to enhance service-oriented manufacturing. It will build regional shared manufacturing platforms and cultivate competitive intelligent manufacturing solution providers in a bid to have more than 100 service-oriented manufacturing demonstration companies and more than 10 national-level industrial design centers by 2025.

Qingdao will also promote the deep integration of its advanced manufacturing and modern service industries to facilitate the development of productive service industries. It aims to increase the added value of the productive service industries to account for about 62 percent of the total of the service industries.

To make its manufacturing sector more dynamic, the city will work to increase the industry's ecological level, develop eco-friendly leadership enterprises and establish a system to cultivate high-quality enterprises.

By 2025, Qingdao will have approximately 40 national-level champion enterprises in the manufacturing industry, around 60 high-tech enterprises listed on the stock market and about 300 small and medium-sized enterprises specializing in key areas and emerging fields.
