​Qingdao FTZ accelerates building international talent community

Shandong province's first group standard for the construction of international talent communities was unveiled on Oct 10.

The International Talent Community Construction Guidelines group standard that was drafted by the administrative committee of the China (Shandong) Pilot Free Trade Zone Qingdao Area, or Qingdao FTZ, was officially approved and issued by the Shandong Standardization Association after passing its review by the expert committee.

Shandong plans to build about 10 international talent communities by 2030. As one of the first batch of pilot cities, Qingdao took the lead in launching the construction of the province's first international talent community, which was unveiled in August 2021 in Qingdao FTZ to provide the "Qingdao experience" to others.

The introduction of the group standard is part of Qingdao FTZ's new plan to create a living and working environment that is suitable for international talents.

The construction guidelines clarified the terms and definitions, construction objectives, basic principles, supporting facilities, resource links, environmental plans, platform construction, community service, and community management for the construction of an international talent community.

The guidelines also included a list of international talent service matters, and for the first time collated 358 service items in six categories, including enterprise site selection, deputy agency, talent service, policy service, financial service and business service.

The group standard was issued and implemented after soliciting the opinions of more than 10 units such as the Jinan Area and Yantai Area of the China (Shandong) Pilot Free Trade Zone, universities in the province and relevant municipal departments in Qingdao. It is expected to provide strong technical support for standardizing and guiding the construction of international talent communities in the province.
