Laoshan district in Qingdao, Shandong province set its development goals for 2022 at the first session of the 19th Laoshan District People's Congress, which kicked off in the city on Feb 24.

In 2021, the district got off to a promising start in terms of social and economic growth, which bodes well for the 14th Five-Year Plan period (2021-25). According to district chief Yang Kemin, Laoshan is prepared for a higher degree of development this year by setting new goals.

This year, the district's GDP is predicted to rise at least 7 percent, with revenue in general government budgets rising by at least 6.5 percent. The per capita disposable income is expected to increase by at least 7 percent.

Enhancing productivity, competitiveness, and creativity are all aspects of improving the business environment. According to Yang, whoever has a better business climate would be able to take the lead in development.

In 2022, Laoshan will work harder than ever to achieve breakthroughs in reform and innovation, project construction, opening-up, and other fields, with a renewed commitment to creating a world-class business environment.

The district will strengthen scientific and technological innovation, allocate innovation resources at the forefront of industries, and accelerate the gathering of high-end scientific and technological innovation factors such as key laboratories and technological innovation centers in 2022.

This year, Laoshan will add more than 10 innovative platforms at or above the municipal level, more than 10 talent projects, and more than 100 high-tech firms. This year, the technical turnover is likely to surpass 7 billion yuan ($1.09 billion).

The working mechanism and policy system for luring investment will be improved further. This year, Laoshan hopes to attract more than 60 projects totaling more than 100 million yuan in investment.
