Shinan sets out to be first-class innovation highland (Ⅰ)

During the 14th Five-Year Plan period (2021-25), the Shinan district of Qingdao city – located in East China's Shandong province – plans to develop itself as a first-class innovation highland.

It will pursue three strategic principles and 14 development goals that are designed to target the industrial upgrading and innovative transformation of the district, according to local media reports on Jan 17.

By creating an open and innovative area – as well as a leading district for development and a dynamic area for full-range industrial incubation – Shinan is expected to morph into a first-class and world-leading innovation highland.

District driven by sci-tech innovation, quality development

The district will continue to pursue comprehensive innovation led by scientific and technological innovation and will focus on the new targets of Qingdao, to speed up its development as an international innovative city.

It will create a new ecosystem of openness and coordination, cultivate a new path to dynamic growth, build a new space for integration and develop new modes for economic development.

This is expected to strongly support Shinan in its evolution as a pioneering area of transformation and development. Plans are for the district to be a leading area for the fashion industry, a benchmark precinct of modern governance and an historical and cultural protection area, among other things.
