Port city taking active lead on standardization

As the host of the Qingdao Forum on International Standardization, the coastal city in Shandong province has used standardization as a crucial focus in its development strategy for almost 15 years.

Qingdao has highly valued standardization work since 2007. After a series of documents were issued to provide policy support for standardization, the international standardization work in the city is among the best in the country with a large number of globally renowned enterprises with good standardization practices, such as Haier, Hisense, CRRC Qingdao Sifang and Tsingtao Beer.

In 2015, a memorandum of understanding was signed between the Qingdao city government and Standardization Administration of China on building Qingdao into an innovative city with internationally advanced standards. Meanwhile, the "standardization-plus" strategy was integrated into the 2016-20 development plan of Qingdao, setting the goal of developing internationally advanced "Qingdao standards" and leading the international standardization activities across the country.

The Qingdao Forum on International Standardization, which was held in 2017, 2019 and recently in 2021, has established a high-level platform for dialogue on international standardization, generating cooperation opportunities among international, regional and national standardization organizations, as well as promoting the development of standardization.

Zhang Jie, head of the Qingdao administration for market regulation, said the Qingdao forum has benefited the city providing it with deep exchanges and cooperation with international standardization organizations, and has made Qingdao an important platform attracting standardization talents from around the world.

In 2017, the International Standardization Training Base was launched during the first Qingdao forum. Cobuilt by the International Organization for Standardization, the SAC and the Qingdao city government, the base is the first of its kind in the country aimed at creating a cooperation platform for establishing international standards and producing relevant talents-. Since 2017, the base held 13 classes such as providing training to increase the capabilities of establishing standards in developing countries. These classes have attracted nearly 800 participants from 38 countries and regions.

The forum and the base have helped Qingdao to gradually develop a system for education and training in the integration of the domestic and international standards, Zhang said.

Since 2016, Qingdao has led or taken part in formulating 97 international standards, 933 national ones, 735 industry ones, which rank the city top in Shandong province, according to local officials.
