Qingdao has established an innovative mode of integrated medical and nursing services, featuring government-led, departmental interaction, integrated development and comprehensive coverage.

Qingdao municipal government has attached great importance to the top-level design and has issued a series of laws and regulations to provide policy support and guarantee for the integrated development of medical and nursing services.

The municipal government set up a leading group and established a working mechanism led by the government and coordinated by all departments to ensure that the city's integrated medical and nursing services take the lead in the country. 

Qingdao is the first city in China to introduce a long-term medical care insurance system, which includes qualified community medical institutions, nursing institutions for the elderly, community day care centers and first- and second-class hospitals as long-term medical care designated units.

Qingdao Fushan Senior Apartment established in 2012 covers an area of 30,000 square meters and offers 1,000 beds. It is well equipped with supporting facilities including the Fushan Rehabilitation Hospital and Fushan Vocational Training School. 

The apartment is based on basic elderly care services and supplemented by medical care and rehabilitation. It mainly receives the disabled, mentally disabled and semi-disabled elderly people, with occupancy rate reaching over 80 percent. 

It is a well-equipped medical and nursing institution for the aged with complete functions. The elderly can enjoy four aspects of services including family-like life care, green and healthy diet, professional medical services and rich cultural life. 

The apartment was awarded with the honorary titles of the demonstration unit of integrated medical and nursing services of Shandong province and the civilized unit of Qingdao. 

Nanjiushui Road Senior Apartment established in 2005 is part of the Qingdao Welfare Lottery Nursing Home. It is located at No 7 Nanjiushui Road in Shibei district.

In 2012, it was listed as a municipal government practical project. The municipal government invested 85.99 million yuan ($12.5 million) of public welfare lottery fund to rebuild the original site with a total construction area of 11,720 square meters.

The apartment has 393 beds and receives the disabled and semi-disabled elders. It is equipped with life supporting equipment and facilities such as nursing and medical care, rehabilitation, 24-hour monitoring, emergency call and fire alarm system.
